The Hubert H. Humphrey Program offers experienced Moroccan professionals ten months of academic and professional enrichment in the United States, without leading to a degree. Administered in Morocco by the Moroccan-American Commission for Educational and Cultural Exchange (MACECE), this flagship program of the U.S. government is designed for executives with strong leadership potential who are engaged in public service in fields as diverse as governance, economic development, law, agriculture, the environment, public health, and technology. Recipients will attend a U.S. university from August 2027 to June 2028 for a program combining coursework, leadership seminars, and professional placement in their respective fields. The fellowship covers the entire duration of the program: tuition, a monthly living stipend, health insurance, an allowance for books and a computer, airfare, language training if necessary, and a professional development budget. To apply, candidates must be Moroccan citizens, hold at least a bachelor’s degree, have at least five years of full-time professional experience, demonstrate leadership qualities and a commitment to public service, and have little or no prior experience in the United States. A strong command of English is required (TOEFL, minimum score of 550). Applications must be submitted online via the IIE platform by July 31, 2026; interviews will take place in September. For a mid-career Moroccan executive, this is one of the most comprehensive professional mobility programs to the United States, offering access to a particularly active international network of alumni.
